Out of Area Enrolment

* This policy has been updated to reflect the recent NSW government changes (May 2020)

Rationale:
In 2019 the DoE revised its out of area (non-local enrolment) across the state to include a ‘buffer’. Because APHS does not exceed its enrolment capacity this buffer does not at this time affect the school. The Out of Area policy Is to support families of students who wish, for specific and pertinent reasons to attend APHS.

Aims:
To provide an efficient and equitable process of the Out of Area enrolment.

Criteria includes:
• siblings already enrolled at the school
• proximity and access to the school
• medical reasons
• safety and supervision of the student before and after school
• availability of subjects or combinations of subjects
• compassionate circumstances
• structure and organisation of the school

The policy:
• Does not include student ability, performance or achievement
• Gives priority to siblings of currently enrolled students where possible
• Hears appeals to applications for enrolment that have been declined

Implementation:
Parents whose children do not yet attend a public school in NSW will need to complete the Moving into Year 7 in a NSW Government School form. https://education.nsw.gov.au/going-to-a-public-school/enrolment/high-school-enrolment

Out of Area enrolment application forms can be downloaded from the APHS webpage.
http://www.albionpk-h.schools.nsw.edu.au/our-school/enrolment/enrolment-policy APHS

Out of Area enrolment panel consists of the appropriate Deputy and the Principal.
APHS currently can accommodate non-local enrolment applications received without exceeding the buffer level as determined by DoE.

Verification of Local Residency:

Verification of Local Residency in relation to:
- building in the Calderwood estate and
- residence in the Haywards Bay area (APHS recognises the transport issues in Haywards Bay)

Parents/carers will be asked to provide two of the following:
Building in Calderwood:
i) Proof of residential purchase
ii) Building details

Residing in Haywards Bay:
i) 2 forms of proof of residency such as: Electricity/gas bill, Water/Land Rates, Current Lease (must be 12 months lease) or Driver’s License

General Guidelines:
- All documents must be in the name of the enrolling parent/carer
- All documents must be originals
- All documents must be current (dated within the last three months)
- Personal character references will not be considered (does not include primary school advice and recommendation)

General Principles:
The school recognises and follows the procedures outlined in the Non-Local Enrolment of Students in Government Schools. A student is considered to be enrolled when they are added to ERN after all enrolment procedures/interviews have been completed and have been notified by staff. Returning a completed enrolment form is not an indication that enrolment has been accepted.

Evaluation: This policy will be reviewed as part of the school’s three-year review cycle

This policy was last ratified by P&C in MAY 2020
